As the EU embarks on a new five-year electoral mandate, this forum was an opportunity for attendees to connect with policymakers and industry leaders, and explore concrete actions for a sustainable transition in the consumer goods industry.

We were delighted to offer attendees of the Brand & Retail Forum: Brussels an exclusive opportunity to join us for an Immersive EU Experience at the European Parliament. Co-hosted with Policy Hub-Circularity for Apparel and Footwear, and supported by European Parliament policy makers, this special event provided a rare opportunity to gain insights into EU legislative processes and connect with policy experts and industry leaders.

This experience provided attendees with unique access to high-level legislative insights, an opportunity to network with policy experts and industry leaders, and gain a deeper understanding of the legislative landscape impacting the consumer goods industry.

Opening Remarks

Join us for the opening address by Cascale’s Executive Vice President, Andrew Martin, as he highlights the critical role of regulation in shaping the future of sustainability tools like the Higg Index. Andrew will discuss how evolving policies in the EU and across the globe are driving the need for robust, data-driven solutions to measure and manage environmental and social impacts in the consumer goods sector. His remarks will underscore the importance of aligning Cascale’s tools with regulatory requirements, ensuring that businesses are equipped to navigate these changes and contribute to a more sustainable and equitable future.

    Andrew Martin, Executive Vice President, Cascale

    As Executive Vice President, Andrew is responsible for delivering strategic and operational leadership for the organization. While continuing to oversee the Membership, Stakeholder Engagement, Collective Action, and Public Affairs teams, as second-in-command at Cascale he is responsible for driving growth of the organization to ensure it can scale impact and deliver value to members. This involves broader strategic development of the organization, including into new verticals / adjacent product categories, development of new revenue streams, and expansions of key partnerships.

    Prior to joining Cascale, Andrew was at amfori, the leading business association for open and sustainable trade, where, as VP Services, he was responsible for global operational activities. In addition to a strategic role in the development of the vision and strategy of the organization, Andrew managed membership services, led the implementation of global social and environmental audit assessments, including launching a pioneering audit integrity program, and also the largest capacity building program of its kind for social and environmental performance in global supply chains.

    Andrew has a degree in philosophy and theology from King’s College London, an MBA with distinction from the University of Exeter, where he was awarded ‘Dissertation most likely to change global thinking,’ and a postgraduate qualification in team coaching, from UWE, Bristol. During his extensive career, including more than 20 years in global textile manufacturing, Andrew has worked for a multi-national corporation, his own consultancy, and more recently in the education and non-profit sectors.
    A highlight of his work and interest is the Himalayan Kingdom of Bhutan, and its philosophy of Gross National Happiness, an alternative progressive values-based model for measuring and guiding economic, societal, and personal well-being. He is currently based in the seaside town of Looe in Cornwall in the Southwest of England.

Keynote Speech

In this keynote, Dr. Amaryllis Verhoeven, Acting Director and Head of Unit for Digital Transformation of Industry – Ecosystems II: Tourism & Proximity – in the Directorate General (DG) for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) at the European Commission will share her perspective on the future of sustainability in the textiles and apparel industry. Drawing from her experience at the heart of EU policymaking, Dr. Verhoeven will discuss the challenges and opportunities facing the apparel and textile sector and the importance of collaboration between policymakers, industry leaders, and consumer organizations to shape a future-proof regulatory framework. Attendees will gain insights into how businesses can adapt to an evolving regulatory landscape while contributing to the EU’s broader goals of environmental and social responsibility.

EU Policy State-of-Play for the Textiles and Apparel Sector

This vibrant session will provide an in-depth look at the current state of play of EU legislation impacting the textiles and apparel sector. We will discuss how policies such as the Ecodesign for Sustainable Products Regulation (ESPR), at the center of a wider range of integrated new regulations, spanning from consumer legislation to waste, will transform the way products are conceived and produced, to the benefit of consumers and the environment. As we embark on a new political mandate, we will highlight the need for a shared vision and collaborative action between policymakers, industry leaders, and consumer organizations to drive positive change in the sector. Attendees will gain insights into how these evolving dynamics could impact their business strategies and preparations in the coming years.

    Moderator

    Elisabeth is the Senior Director, Public Affairs for Cascale. She is leading our global activities in public affairs, policy and advocacy, including heading and further developing the public affairs team. She is leading Cascale working engagement with the Policy Hub and other like-minded partner organizations. She is based in Brussels, Belgium.

    She has more than a decade of experience in decision-making procedures and public affairs and has acquired extensive expertise in sustainability legislation. She is specialised in strategically positioning members’ interests through targeted stakeholder alliances and constant dialogue with policy makers. Before joining Cascale, Elisabeth was head of the Brussels office of a public affairs consultancy and led the sustainability department at the EU association Independent Retail Europe.

    Elisabeth holds a Bachelor’s degree in European Studies from Maastricht University in the Netherlands and a Master’s in Management, Economics and International Relations, from which she graduated with distinction. In addition to her native German, she speaks English, French and Spanish. Elisabeth loves to travel and getting to know new people as well as cultures. Coming from a region close to the German alps, she also very much enjoys hiking, climbing, and skiing.

Earlier, Lisa coordinated the Sustainable Textile Initiative – Together for Change (STITCH) consortium and worked in different roles at Fair Wear Foundation and GIZ.

    Dan Dionisie leads the Company Law unit at DG Justice and Consumers, which is responsible for the development of EU policy in the area of company law and corporate governance. Between 2016 and 2023 he led the Economic analysis and evaluation unit, with a mandate to develop the evidence base that underpins justice, consumer, equality and fundamental rights policies. Dan joined the European Commission in 2012 as Head of Unit for Consumer markets at DG Health and Consumers, in charge with monitoring consumer conditions in the EU’s Internal Market. Before the Commission, Dan worked at the United Nations Development Programme on democratic governance, public administration reforms, anti-corruption (1999-2011), as a foreign affairs expert at the Presidency of Romania (1997-99) and as teaching assistant in political science at the University of Bucharest (1995-97). His academic background is in political science and in computer engineering.

    Greta Koch has been policy adviser to Axel Voss, Member of the European Parliament from the EPP group, since 2020. With Axel Voss being the EPP coordinator of the legal affairs committee, her main focus is on company law. In the last years, she assisted her MEP as shadow rapporteur of the Corporate Sustainability Due Diligence Directive (CS3D), drafted the EPP position and led the technical negotiations.

    Jeremy Lardeau is the Senior VP of the Higg Index at Cascale. As part of the leadership team, he oversees the strategic direction and development of the Higg Index suite of tools. Jeremy is based in Barcelona, Spain.

    Before joining Cascale team, Jeremy was Senior Director of Sustainability Analytics, at Nike, Inc. where he led sustainability reporting, performance management, data products, and reporting. Prior to Nike, Jeremy was a manager with PricewaterhouseCoopers’ sustainability practice, successively working out of the Paris, Mexico City, and San Francisco offices.

    Jeremy holds a Masters in Industrial Engineering from the Ecole Centrale Paris. In his free time he is known to love travelling, running and alpine climbing, but actually enjoys most spending time with his three young boys.

    Tom is responsible for the policy and stakeholder engagement strategy at SLCP and ensuring the CAF is recognized and aligned with policy and legal developments. Tom also works closely with the data insights and communications teams in developing data-driven publications to ensure the social and labor data is shared with the industry and policymakers to drive policy decision-making. Originally from Australia, Tom has experience working in international NGOs and legal clinics, focusing on business & human rights research and labour rights in global value chains.

    Carsten Wentink is an expert in circular economy and sustainable product policy. He is a policy officer at the European Commission, DG Environment, focusing on textiles under the Ecodesign for Sustainable Products Regulation. Carsten previously served as a policy officer on circular economy at the Dutch Ministry for the Environment.

    Quinten Geleijnse, Manager of Product Tools at Cascale, plays a central role in shaping the strategic direction of the Higg Index Product Tools. By coordinating and facilitating engagements across Cascale network, he gathers valuable feedback to prioritize initiatives in alignment with Cascale’s vision. Quinten is responsible for various Higg Product Tool workstreams from launch to completion. By expanding training materials for the tools, Quinten aims to foster adoption and maximize the tools’ impact.

    Prior to joining Cascale, Quinten was a sustainability consultant at Sustainalize and ERM. Through his experience with managing various Life Cycle Assessment projects for apparel brands, Quinten brings project management skills as well as technical knowledge on LCAs and impact measurement methodologies. Quinten has played a key role in developing Booking.com’s Travel Sustainable badge, which was awarded the 2023 World Changing Ideas award by Fast Company. Quinten holds a Master’s degree in Energy & Sustainability Management.

    Quinten lives in Utrecht, The Netherlands. While playing casual football and padel matches during the week, holidays are all about the adrenaline rush as Quinten enjoys mountain biking, kayaking and hiking amid scenic mountains. When winter sets in, Quinten’s love for intricate board games takes center stage, sharing the joy with friends and family.

    Romane Malysza is Textile Exchange’s Public Affairs Strategist with the Climate+ Impact team. Textile Exchange is a global non-profit driving positive impact on climate change across the fashion and textile industry. It guides a growing community of brands, manufacturers, and farmers towards more purposeful production from the very start of the supply chain.  Romane is focused on developing organizational policy positions while providing Textile Exchange’s subject matter expertise and feedback on policy developments in the EU related to the textile industry (e.g., the Ecodesign for Sustainable Product Regulation, the Green Claims Directive and the Textile Labelling Regulation). She previously worked as Policy Advisor at Microsoft focusing on Sustainability, Energy, and Circular Economy legislation, both in France and at the European Union level. She graduated from the London School of Economics in the United Kingdom and holds a Masters in European Affairs from Sciences Po Paris. Romane is based in Brussels, Belgium.

    As the EVP of Growth Initiatives at Worldly, Adele Stafford oversees the team responsible for customer excellence including Customer Success and Account Management.

    Adele brings twenty years of experience working at the nexus of design, technology and strategy toWorldly. Prior to joining Worldly, Adele was the VP of Accounts for Blue State, a digital marketing and communications agency who partners with leading causes, companies and campaigns. Her client roster included Google, Monterey Bay Aquarium (Seafood Watch), UCSF, and Participant Media.

    At Frog Design, Adele was a Director of Client Services, overseeing account growth and business strategy for key clients including Procter & Gamble, Hewlett Packard, and General Electric. She also spent time working in a marketing strategy role for organizations like the Museum of Fine Arts, Boston and the University of North Carolina at Chapel Hill.

    Adele is a practicing studio artist and hand weaver whose work is deeply rooted in sustainable fiber agriculture. Over the past ten years, this work has culminated in a project called Voices of Industry, asurvey of the cultural and agricultural context that informs our domestic textile supply chain.

    Adele is a graduate of Rhode Island School of Design with a Bachelor of Fine Art and Simmons College with a Master of Business Administration.

Waste and EPR: What’s on the Horizon?

This session will explore the evolving landscape of waste management and Extended Producer Responsibility (EPR) for textiles, focusing on the upcoming amendments to the EU Waste Framework Directive (WFD). We’ll discuss how these changes will impact retailers and manufacturers, particularly through the introduction of EPR schemes that hold companies accountable for the costs of textile waste collection, sorting, and recycling. Cascale members and partners will share their experience and initiatives in this space, offering practical insights into how businesses can prepare for these regulatory shifts and contribute to a more circular economy.

    Jeannette Baljeu is a member of the European Parliament on behalf of the Dutch People’s Party for Freedom and Democracy (VVD), which is part of the liberal political group Renew Europe. She is a full member of the Internal Market and Consumer Protection (IMCO) committee, as well as a substitute member of the committee on the Environment, Public Health and Food Safety (ENVI). In parliament, she focuses on a sustainable single European market.

    Before Jeannette became a Member of the European Parliament in July 2024, she was Regional Minister of Zuid-Holland (2017-2024) and vice-mayor of Rotterdam (2006-20014), during which time she experienced the practical effects of European regulations. Her work concentrated on the transformation of industry, port and maritime clusters towards a sustainable and circular future. To Jeannette, businesses form the backbone of our society and need clear and workable regulations. Critical raw materials are a concern of high priority to her. In ENVI she will put to good use her experience of water management and water quality issues for which she was responsible in Zuid-Holland. Whereas the previous mandate was all about setting goals, this new mandate will be about #howdoweachievethis.

    Stephanie is a seasoned public affairs professional with over 15 years of experience bridging corporate and association advocacy. Currently, as Head of EU Public Affairs at H&M Group, she leads strategic policy initiatives and stakeholder engagement in Brussels. Previously, Stephanie served as a Public Policy Manager for Stakeholder Engagement at Meta and managed key relationships as Stakeholder Engagement Manager at the American Chamber of Commerce to the EU. Global Perspective: Examining Key Policy Developments Worldwide

This session will provide a perspective key global policy developments and their far-reaching impacts on the textile and apparel supply chain, from ambitious sustainability legislation in the EU to evolving policies in North America and Asia. We will examine the role of legislation in reshaping business practices across the world, affecting brands, manufacturers, and suppliers alike. We will also explore how EU policies such as the Corporate Sustainability Due Diligence (CS3D) and Corporate Sustainability Reporting (CSRD) Directives can effectively drive positive change in our sector while supporting development in partner countries.

    As Executive Vice President, Andrew is responsible for delivering strategic and operational leadership for the organization. While continuing to oversee the Membership, Stakeholder Engagement, Collective Action, and Public Affairs teams, as second-in-command at Cascale he is responsible for driving growth of the organization to ensure it can scale impact and deliver value to members. This involves broader strategic development of the organization, including into new verticals / adjacent product categories, development of new revenue streams, and expansions of key partnerships.

    Prior to joining Cascale, Andrew was at amfori, the leading business association for open and sustainable trade, where, as VP Services, he was responsible for global operational activities. In addition to a strategic role in the development of the vision and strategy of the organization, Andrew managed membership services, led the implementation of global social and environmental audit assessments, including launching a pioneering audit integrity program, and also the largest capacity building program of its kind for social and environmental performance in global supply chains.

    Andrew has a degree in philosophy and theology from King’s College London, an MBA with distinction from the University of Exeter, where he was awarded ‘Dissertation most likely to change global thinking,’ and a postgraduate qualification in team coaching, from UWE, Bristol. During his extensive career, including more than 20 years in global textile manufacturing, Andrew has worked for a multi-national corporation, his own consultancy, and more recently in the education and non-profit sectors.
    A highlight of his work and interest is the Himalayan Kingdom of Bhutan, and its philosophy of Gross National Happiness, an alternative progressive values-based model for measuring and guiding economic, societal, and personal well-being. He is currently based in the seaside town of Looe in Cornwall in the Southwest of England.

    Carolina van Loenen is the Director of Stakeholder Engagement at Cascale. She leads the global Stakeholder Engagement team and develops stakeholder and policy engagement strategies. Hence, she also ensures integrated and aligned strategy delivery by overseeing the implementation of related internal and external policies and processes. As a key senior stakeholder engagement contact, she fosters proactive engagement and cooperation among Cascale’s international stakeholders and represents Cascale at international external stakeholder events. Carolina is based in Amsterdam, the Netherlands, which is also her country of residence.

    Before joining Cascale team, Carolina as Public Sector Partnerships Manager at WWF-Netherlands and contributed to realizing food, forestry and governance objectives within conservation goals by initiating and developing multi-stakeholder public sector partnerships and advising on complex frameworks, guidelines and standards. Carolina has ten years of experience managing programs and projects, complex processes and customer operations, mostly in sustainable value chains and governance at international NGOs, as well as public and private sector organizations. She holds a master’s degree in International Relations and Human Rights.  

    In her free time, Carolina enjoys music concerts, restaurants or cultural events in the Netherlands or when traveling abroad. She loves to explore nature by bike or foot and loves to discuss current international affairs, technology and South American culture.

    Jeremy Lardeau is the Senior VP of the Higg Index at Cascale. As part of the leadership team, he oversees the strategic direction and development of the Higg Index suite of tools. Jeremy is based in Barcelona, Spain.

    Before joining Cascale team, Jeremy was Senior Director of Sustainability Analytics, at Nike, Inc. where he led sustainability reporting, performance management, data products, and reporting. Prior to Nike, Jeremy was a manager with PricewaterhouseCoopers’ sustainability practice, successively working out of the Paris, Mexico City, and San Francisco offices.

    Jeremy holds a Masters in Industrial Engineering from the Ecole Centrale Paris. In his free time he is known to love travelling, running and alpine climbing, but actually enjoys most spending time with his three young boys.

    Amanda is a sustainability passionate. In her current position as Advocacy & Engagement Advisor at amfori, she implements amfori’s advocacy strategy across key environmental topics with an impact on global supply chains, such as transparency, deforestation due diligence and climate change. As part of her role, Amanda supports amfori members to stay abreast of policy and legislative trends, and contributes to the development and fine-tuning of amfori sustainability tools so they remain fit for purpose as the legislation evolves.

    Elisabeth is the Senior Director, Public Affairs for Cascale. She is leading our global activities in public affairs, policy and advocacy, including heading and further developing the public affairs team. She is leading Cascale working engagement with the Policy Hub and other like-minded partner organizations. She is based in Brussels, Belgium.

    She has more than a decade of experience in decision-making procedures and public affairs and has acquired extensive expertise in sustainability legislation. She is specialised in strategically positioning members’ interests through targeted stakeholder alliances and constant dialogue with policy makers. Before joining Cascale, Elisabeth was head of the Brussels office of a public affairs consultancy and led the sustainability department at the EU association Independent Retail Europe.

    Elisabeth holds a Bachelor’s degree in European Studies from Maastricht University in the Netherlands and a Master’s in Management, Economics and International Relations, from which she graduated with distinction. In addition to her native German, she speaks English, French and Spanish. Elisabeth loves to travel and getting to know new people as well as cultures. Coming from a region close to the German alps, she also very much enjoys hiking, climbing, and skiing.
